Embakasi East Member of Parliament Babu Owino has launched a scathing attack on Governor Johnson Sakaja, citing a total failure to manage the Nairobi County Government. Owino claims that powerful cartels have compromised the governor, directly crippling service delivery across the city.
During a press conference in Nairobi on Wednesday, February 18, 2026, the lawmaker accused Sakaja of both incompetence and corruption. He alleged that the governor collaborates with these cartels and accepts bribes to authorize payments for services that contractors never actually provided.
“He is the biggest cartel. This is the man who has stolen the money from Nairobians, and you know, at one point, the DCI had recommended that this person be arrested, and the file is with the DPP. I don’t know why the DPP is sleeping on the file,” Babu said.
Babu Owino, who has since declared his candidacy for the Nairobi governor’s seat in the 2027 general election, further alleged that cartels gifted Governor Sakaja several vehicles as bribes. He claimed these gifts have stripped the governor of his power to challenge these illegal networks.
“These cartels are the ones who are funding the governor, and the moment you are funded by these cartels, you cannot…. When he got into office, these cartels gave him around 3 Range Rovers. You have already been given three Range Rovers; you are now excited,” Babu added.
The outspoken lawmaker also criticized the recent Sh80 billion cooperation agreement between Nairobi County and the national government. He described the partnership as a “hostile takeover,” arguing that the deal is both unlawful and unconstitutional because it sidelines public participation and erodes the independence of devolved units.
