Saboti MP Caleb Amisi has suggested that any future president who fails to deliver on manifesto promises within two years should face impeachment.
In a Facebook post on Sunday, March 22, 2026, the MP argued that as talk of a one-term limit for President William Ruto gains momentum, the country should consider a referendum. He believes this change would allow for the removal of any president who fails to meet their campaign commitments.
He specifically criticized Ruto’s 2022 “Bottom-Up” pledges, stating that the inability to fulfill such promises should be an impeachable offense.
Amisi further argued that because the current Parliament lacks the power to impeach a president, at least one leader must face removal to serve as a lesson for future officeholders.
He believes that once a one-term limit is achieved, the next step is to ensure that a president cannot become “rogue” after being elected. He proposed that any future referendum should include a condition: if a president fails to fulfill their manifesto promises within two years, they must be impeached.
“A president needs to be impeached in this country as a lesson when we are talking about one term. Once we achieve one term, the other lesson is to impeach a president as a lesson that you cannot just be elected and become rogue. If you get elected, you must. You must. In fact, one of the conditions of impeachment, if there will ever be a referendum, is that a president who has not fulfilled the promises in his manifesto, within two years, must be impeached,” Amisi stated.
He added that leaders must be held to their word, especially regarding promises to uplift citizens. He remarked that if people are still struggling at the “bottom” after two years, the president should be removed, though he maintains that the current Parliament is incapable of taking such action.
“We have to say so that, when you say you are going to do this, you are going to leave people from bottom to top. If, after two years, people are still at the bottom, you get impeached. This Parliament cannot impeach a president,” he added.
