Kenya is preparing a major shake-up of its postal and courier sector, introducing a new market landscape and a steep rise in the cost of licenses to try and update the industry and boost competition.
The Communications Authority of Kenya (CA) unveiled the reforms on Tuesday, September 16 saying they align with the Kenya Information and Communications Act of 1998 that regulates licensing for the provision of communication services. The review seeks to respond to new challenges, enhance efficiency, and achieve technological innovation in the industry.
CA Director General David Mugonyi said the updated framework will broaden postal and courier license categories to attract new players and encourage innovative service models.
“The Authority has established a postal and courier market structure and application requirements, which are instruments in providing market access to the regulated postal and courier industry in Kenya,” he stated.
“This market structure was considered critical towards simplifying and facilitating market entry by minimising regulatory requirements and processes while improving the operating environment,” Mugonyi added.
The review will amend parts of the 2008 postal and courier market framework and concentrate on four key areas.
These include removing barriers to operations and market entry, clarifying definitions for different licenses, introducing new licensing categories that align with current ICT policies, and streamlining regulatory processes to drive sector growth.
Among the most significant changes is the sharp increase in the licensing fee, which will rise from Sh50,000 to Sh1.5 million.
The CA explained that the old fee, set more than two decades ago, has lost value because of inflation and currency depreciation.
In addition, the reforms will shorten the licence validity period from 20 years to 15 years. The Authority said this measure will curb dormant licences and encourage active participation in the sector.
To ensure inclusivity, the CA has opened the proposed changes for public input. Kenyans can send feedback via email to pcm-review@ca.go.ke by October 15, 2025. Those who are unable to make comments by electronic means can forward written comments to the Authority, giving all stakeholders a chance to shape the reforms.
