The Higher Education Loans Board (HELB) has partnered with the Ministry of Public Service to launch a new low-interest loan aimed at helping civil servants advance their education and professional skills.
In a statement on Wednesday, August 13, HELB announced that the Civil Servants Training Revolving Fund (TRF) is open to employees in the National Government, County Governments, the National Police Service, and the Teachers Service Commission (TSC).
Under the scheme, eligible civil servants can apply for funding to pursue certificate, diploma, higher national diploma, master’s, PhD, and professional courses at recognised universities and training institutions within Kenya.
HELB highlighted that the loan comes with attractive terms, including zero processing fees, a repayment period of up to 72 months, and an affordable 4% annual interest rate on a reducing balance. Borrowers can access up to Ksh500,000 per year.
Repayment will be managed through a check-off system, with deductions made directly from the borrower’s salary. To qualify, applicants must provide an admission letter from a recognised institution, certified copies of their most recent three months’ payslips showing a net pay above one-third of their basic salary, a copy of their National ID, KRA PIN, and recent coloured passport-size photographs.
Additionally, applicants must secure two guarantors – both serving civil servants – who will provide certified copies of their National IDs as part of the application process.
HELB urged eligible civil servants to take advantage of the facility, stating: “A study loan of up to Ksh500,000 at just 4% per annum! Are you a Civil Servant in the Ministries, County Government, or National Police Service? Apply for the Civil Servants Training Revolving Fund (TRF) today at hef.co.ke.”
The new loan is expected to ease financial barriers for civil servants seeking higher education, boost professional development, and enhance skills critical to delivering quality public service.
