Koskei Assures Kenyans Will Feel Effects of New Discipline Matrix in Public Service | BossNana International Radio

The Head of Public Service and State House Chief of Staff, Felix Koskei, has launched a new initiative dubbed the “Matrix of Lawful Consequences”, aimed at instilling greater discipline, accountability, and efficiency across Kenya’s public service.

During a high-level virtual meeting with senior government officials and heads of institutions, Koskei said the new framework sets out a clear, lawful system to deal with persistent misconduct – ranging from absenteeism and negligence to chronic underperformance.

“This isn’t about punishment for its own sake,” Koskei clarified. “It’s about bringing structure and urgency to how we deal with misconduct and underperformance. We want a work culture where everyone knows the rules and exactly what happens when they break them.”

He added that the matrix forms part of wider reforms meant to deliver real improvements in how public services work for Kenyans.

Koskei emphasized that the newly launched Matrix of Lawful Consequences is firmly entrenched in Kenya’s existing laws, policies, and constitutional principles, such as fairness, consistency, and due process.

The matrix is intended to deal with historical issues that hinder public sector development, such as pending audit questions, non-adherence to directives, and systemic institutional complacency, he stated.

“Kenyans are no longer interested in plans and rhetoric,” Koskei told officials during the over three-hour virtual meeting. “They want a public service that works, one that’s efficient, ethical, and results-driven. Now is the time to move from systems on paper to integrity in action.”

Koskei clarified that the new disciplinary policy will be applied uniformly at all levels of public service, from Cabinet Secretaries to Principal Secretaries, and the most senior government officials. The move, he continued, is a demonstration of the firm determination by the government to effect real reforms and not merely mouth them.

He further noted that the ground has already been laid to effect the new disciplinary policy. Policies, training modules, and operational guidelines are in place, what’s left now, he emphasized, is consistent enforcement.

“We’re kicking off with departmental reviews and aligning the framework with existing legal structures across all institutions,” he explained.

Koskei acknowledged that most Kenyans may never read the Matrix of Lawful Consequences, but they will definitely feel its effects.

“Kenyans may not know what’s in our framework,” he said, “but they can tell when services work and when they don’t. This is the time for public service to deliver visible, tangible outcomes.”
