Kenya and the United States have signed a new diplomatic agreement that opens formal employment pathways for eligible dependents of government officials posted in either country.
Foreign Affairs Cabinet Secretary Musalia Mudavadi and U.S. Assistant Secretary of State for African Affairs Frank Garcia finalized the “Employment of Dependents of Official Employees” arrangement in Nairobi following bilateral discussions.
Under the new framework, qualifying spouses and eligible family members accompanying diplomats or government staff on official assignments in the United States or Kenya can legally enter the host country’s labor market.
Resolving a Longstanding Diplomatic Challenge
The bilateral agreement resolves a persistent challenge for families on foreign postings, who previously faced strict legal restrictions that barred dependents from securing employment abroad.
Diplomatic authorities clarified that the arrangement applies strictly to eligible family members of government staff serving on official duties, rather than functioning as a general work visa program for the wider public.
Speaking after the signing, Mudavadi highlighted the practical impact of diplomatic ties on everyday lives.
“The Kenya-United States partnership matters most when it translates into jobs, investment, better healthcare, and greater security for our people,” said Mudavadi. “This shaped my engagement with Mr Frank Garcia, United States Assistant Secretary of State for African Affairs, during his official visit to Kenya.”
Expanding Economic and Trade Cooperation
Beyond labor arrangements, the high-level meeting centered on broadening trade and investment ties. Discussions built upon the extension of the African Growth and Opportunity Act (AGOA) through 2028 and ongoing reciprocal trade negotiations between the two nations.
Both delegations agreed to deepen healthcare collaboration, focusing on joint initiatives to reduce cancer treatment costs. The talks also covered strategic partnerships in critical minerals, defense, and regional security initiatives across East Africa.
Mudavadi noted that Kenya plans to leverage its role as host of the Fourth Kenya–U.S. Bilateral Strategic Dialogue in December 2026 to advance these shared economic and security priorities.
