The State has charged a plumber employed by the Nairobi City Water and Sewerage Company after discovering he used a forged Kenya Certificate of Secondary Education (KCSE) certificate to secure his position nearly three decades ago.
In a statement released on Wednesday, May 13, 2026, the Office of the Director of Public Prosecutions (ODPP) revealed that the artisan now faces charges for illegally earning Ksh5.9 million in salaries through the use of the fraudulent document.
The accused appeared before the Milimani Anti-Corruption Court to answer for the forgery he allegedly committed in 1997. Prosecutors charged him with the fraudulent acquisition of public property, among other serious offenses.
The ODPP detailed the financial impact of the deception in their statement:
“The court heard that from August 2015 to December 31, 2023, while working as an artisan at Nairobi City Water and Sewerage Company Limited, the accused illegally obtained public money, totalling KSh 5,909,037.10, which was his salary earned after getting hired with a fake KCSE certificate that he claimed was issued by KNEC and that the company used to hire him. He was charged in Milimani Anti-Corruption Court with the offences of fraudulent acquisition of public property, forgery, uttering a false document, deceiving a principal, and presentation of a forged certificate.”
According to the ODPP, the suspect presented a KCSE certificate, claiming he earned a mean grade of C plain from the Kenya National Examination Council. Despite the gravity of the allegations, the plumber pleaded not guilty to all charges.
The court granted him release on a Ksh1 million bond with a similar surety. Additionally, the judge ordered him to pay a cash bail of Ksh300,000. The legal proceedings will continue when the matter comes up for mention on May 27, 2027.
