The National Assembly has officially approved the appointment of Canon Dr. Ida Odinga as Kenya’s Permanent Representative to the United Nations Environment Programme (UNEP). This confirmation marks a significant step for the Nairobi-based UN agency, as the country prepares to project its environmental agenda on the global stage.
The Departmental Committee on Defence, Intelligence and Foreign Relations, led by Belgut MP Nelson Koech, tabled the endorsement on Tuesday. During the Wednesday plenary sitting, lawmakers formally voted to confirm her nomination, citing her long-standing record of leadership and integrity.
“This House approves the appointment of Canon Dr Ida Odinga as the permanent representative at UNEP,” Koech announced while presenting the committee’s report.
A Legacy of Environmental Advocacy
During her vetting process, Dr. Ida Odinga drew on her extensive history in sustainability and civil society. She reminded the committee of her work alongside the late Nobel Laureate Prof. Wangari Maathai, pledging to continue that legacy of environmental protection.
“Kenya and Africa are emerging as global leaders in climate action through frameworks such as the National Climate Change Action Plan (2023–2027),” Dr. Ida noted, signaling her readiness to champion Kenya’s strategic interests within the UN framework.
The committee highlighted her ability to link environmental sustainability with socio-economic development. According to the report, her background in education, health, and nutrition allows her to approach the UNEP mandate through a multifaceted lens that aligns with the Sustainable Development Goals (SDGs).
Diplomacy and Global Leadership
Dr. Ida pointed to her experience founding the League of Kenya Women Voters and her work with the Ida Odinga Trust as evidence of her negotiation and consensus-building skills. She believes these tools remain essential for the world of multilateral diplomacy.
She also underscored the strategic importance of Nairobi hosting a United Nations headquarters.
“UNEP remains the only UN headquarters located in the Global South and domiciled in Nairobi. We must leverage that position to enhance Kenya’s leadership in environmental governance,” she told the committee.
Strategic Priorities at UNEP
As she moves into the role, Dr. Ida has committed to several key initiatives:
-
Resolution Implementation: Strengthening collaboration to ensure that resolutions from the United Nations Environment Assembly (UNEA) become reality.
-
Resource Mobilization: Addressing the agency’s resource constraints by working with diverse international teams to find innovative solutions.
-
National Alignment: Ensuring that UNEP’s global goals remain consistent with Kenya’s own development priorities.
The committee report concluded that the nominee demonstrated a deep appreciation for integrated approaches that improve livelihoods while protecting the planet. With parliamentary approval now secured, Dr. Ida Odinga is set to represent Kenya at one of the world’s most influential environmental bodies.
The Office of the Permanent Representative, which operates under the Ministry of Foreign and Diaspora Affairs, advances Kenya’s foreign policy objectives at UNEP. The office represents the Head of State at official functions, oversees the management of the mission, and ensures accountability in the use of mission funds.
