
A Nairobi court has heard how a man allegedly posed as Head of Public Service Felix Koskei in a scheme to extort millions of shillings from a senior government official, as prosecutors pushed for strict conditions to govern his release.
Seth Omosira Osumo appeared before Milimani Anti-Corruption Court Senior Principal Magistrate C. A. Okore, where he denied charges of impersonation and bribery. The Office of the Director of Public Prosecutions (ODPP) told the court that the case involves serious allegations linked to abuse of high-level public office.
Alleged Extortion Scheme
According to prosecutors, Osumo allegedly presented himself as the Chief of Staff and Head of Public Service in mid-January and demanded Ksh.10 million from Engineer Kenneth Njuguna Mbogori, a regional director at the Kenya Rural Roads Authority. Prosecutors said he sought the money as a condition for securing the engineer’s position.
The court heard that the alleged scheme unfolded over two days, January 14 and 15, 2026, within Nairobi. Prosecutors added that Osumo later received Ksh.30,000 as part of the same arrangement.
Osumo is facing three criminal counts, including impersonating a public officer under Section 105(b) of the Penal Code and two counts of bribery under the Anti-Bribery Act.
While applying for bond, Principal Prosecution Counsel Willy Momanyi urged the court to impose strict conditions, citing the seriousness of the allegations and the risk of interference with evidence. The prosecution asked the court to order the surrender of Osumo’s passport, restrict his travel, and retain two mobile phones believed to contain crucial evidence.
Magistrate Okore agreed with the prosecution and ruled that the mobile phones would remain in custody pending the hearing and determination of the case.
“I am satisfied with the explanations given by the prosecution counsel on the issues regarding confiscation of the mobile phones belonging to the accused person,” she ordered.
Bond Terms and Next Steps
The court granted Osumo a bond of Ksh.1 million, with an alternative cash bail of Ksh.300,000, and directed him to deposit his passport and all travel documents with the court. He must now seek prior court approval before travelling outside the court’s jurisdiction.
The court also ordered prosecutors to furnish the defence with all witness statements and documentary evidence within 14 days. The matter is scheduled for mention on February 2, 2026.
