Huduma Kenya has reaffirmed that the presidential directive offering free national identity cards (IDs) is still in effect, dismissing widespread rumors that the policy had been suspended or reversed.
In a press statement released on Wednesday, October 29, 2025, the agency emphasized the government’s unwavering commitment to ensuring every eligible Kenyan receives an ID card at no cost. The clarification follows growing public concern triggered by misleading reports suggesting a rollback of the directive.
“Huduma Kenya wishes to inform our customers that the presidential directive on the issuance of ID Cards for free still remains, and the organisation has NOT contradicted it in any way,” the statement read.
The agency explained that the implementation process is actively underway, with technical and administrative adjustments being finalized to ensure uniform operations across all Huduma Centres nationwide.
“Its implementation is underway, and we urge for your patience,” the statement continued, acknowledging the public’s eagerness to know when the free issuance will take full effect.
Huduma Kenya further appealed to citizens to exercise patience as government systems are synchronized to accommodate the policy change. Officials assured that these internal refinements are necessary to deliver a seamless and sustainable rollout once completed.
“We appreciate your patience and understanding as the necessary administrative and system adjustments are finalised to ensure seamless service delivery,” the agency added.
The free ID issuance directive was introduced by President William Ruto to ease the financial burden on citizens, particularly the youth applying for identification cards for the first time. The policy has been widely lauded as a progressive step toward inclusivity and improved access to essential government services.
Huduma Kenya reiterated that all its centres remain operational and committed to delivering efficient, citizen-focused services as the nationwide rollout nears completion.
