County Worker Accused of Faking Age and Identity to Secure Job | BossNana International Radio

A staff member of the Kisii County Assembly has been arrested and charged in court for allegedly using forged documents to land his job, after investigations by the Ethics and Anti-Corruption Commission (EACC).

The EACC reported that the administrative officer manipulated key identification records to hide his true identity and age.

Investigators claim he altered his birth certificate by changing his year of birth from 1967 to 1973, which allowed him to acquire a National ID card with falsified details.

The suspect also reportedly proceeded to forge his Kenya Revenue Authority (KRA) PIN, National Hospital Insurance Fund (NHIF) card, and National Social Security Fund (NSSF) card to align with the fake identity. He then attached all these in his employment application with Kisii County Assembly.

The Ethics and Anti-Corruption Commission (EACC) confirmed that once investigations were completed, the case file was handed over to the Office of the Director of Public Prosecutions (ODPP), which recommended prosecution.

The ODPP approved charges of one count of fraudulently acquiring an academic qualification by deception, five counts of forgery, and five counts of fabricating false documents.

“In his Public Service Commission application forms (PSC.2 Revised 2007) and in the Declaration of Income, Assets and Liabilities under the Public Officer Ethics Act (2003), he declared that he was born on February 15, 1973, despite knowing he had been born in 1967,” court summaries by the ODPP read in part.

“The court further heard that on or about December 2, 2015, he (name withheld) presented forged documents including a national identification card, a birth certificate, a Kenya Revenue Authority (KRA) PIN certificate, an NSSF card, and an NHIF card, all indicating 1973 as his year of birth.”

EACC processed the accused at its South Nyanza Regional Office before detaining him at Kisii Central Police Station overnight. The following morning, he appeared before the Kisii Anti-Corruption Court, where Senior Principal Magistrate Bernard Omwansa presided over the hearing.

The Prosecution emphasized the gravity of the case by noting that forging personal records undermines the credibility and integrity of the Public Service.

When the officer appeared before court, he pleaded not guilty to all the charges. The court, however, released him on a surety bond of Ksh150,000, or an alternative cash bail of Ksh70,000.

The court has scheduled the case for pre-trial conference on September 25, 2025, when the prosecution and defence will outline the way the trial will proceed.
