The Directorate of Criminal Investigations (DCI) has reported a major breakthrough in the investigation into the murder of Dr. Victoria Nthunya Mutiso. The agency arrested three additional suspects during a coordinated cross-border operation spanning Nairobi and Kampala.
In an official statement released on Sunday, August 30, the DCI confirmed that two suspects, including a serving police constable, were apprehended at Kyanja Heights flats in Nakawa, Kampala, with the direct assistance of the Uganda Police Force. Detectives intercepted a third suspect in Nairobi during the same operation.
The joint operation followed detailed forensic analysis conducted by a specialized team comprising the Crime Research and Intelligence Bureau (CRIB), the Operations Directorate, and the Homicide Bureau from DCI Headquarters.
“The National Police Service (NPS) acknowledges the professional support of the Uganda Police Force, whose cooperation made the raid, arrests and secure detention possible. The two suspects are held at Jinja Road Police Station pending an escorted return to Nairobi,” the statement noted.
Suspect Roles and Tactical Identification
The DCI identified the individuals arrested in Kampala as Police Constable Bett Kiplangat Collins (Service No. 118491), attached to Thogoto Police Station, and civilian Pius Muiru Mbugua. Earlier in the operation, detectives intercepted Samuel Karanja Gathoni, known by the alias “Lawyer,” in the Lang’ata Multi-Media area as he traveled toward Ongata Rongai.
Investigative findings link PC Bett directly to the surveillance phase of the operation. Detectives allege he served as the co-driver for Daniel Mwangi Njoroge, identified as a primary coordinator of the attack.
“Investigations have established that PC Bett was tasked with surveillance and served as co-driver to Daniel Mwangi Njoroge, a central organiser of the operation and driver of the Land Cruiser Prado registration KDH 600A,” the DCI stated. “That vehicle was used to box in the Uber in which Dr. Mutiso was travelling on the morning of 29 July 2026 in Upper Hill, Nairobi, moments before she was fatally shot.”
Regarding Mbugua, investigators established that he acted as a crucial liaison and financial coordinator.
“Detectives have further established that Pius Muiru Mbugua was a key link between the execution team and the person who contracted them. Mbugua served as paymaster, moving money for logistics and the movement of the hit team,” the statement read.
Dismissing Allegations of Security Lapse and Official Complicity
Authorities are arranging for the two suspects detained at Jinja Road Police Station to be escorted back to Kenya for formal processing and arraignment. The DCI emphasized that the temporary exit of suspects across the border delayed progress but did not stop the investigation.
The agency expressed gratitude to Dr. Mutiso’s family, friends, and the public for their support while firmly dismissing claims that suspects had been previously arrested and secretly released.
“The DCI records its sincere gratitude to Dr. Mutiso’s family, friends, and relatives, and to members of the public, for the overwhelming patience and steadfast support they have shown detectives. That trust helped make the investigations possible, even as some political actors flooded the airwaves with reckless, inflammatory, and unsubstantiated claims,” the agency stated.
Addressing allegations that security officials helped the suspects escape, the DCI asserted that such statements were intended to sabotage public confidence.
“They peddled propaganda and rumour that the suspects had been arrested and quietly released, and that security officials had facilitated their escape. Those assertions were false. They were calculated to smear the investigation, shake public trust and cast detectives as accomplices rather than pursuers. Yesterday’s arrests, effected in Kampala, are the factual answer to that noise,” the DCI concluded.
