President William Ruto’s advisors have unveiled a new plan to prevent incoming presidents and governors from abandoning development projects when taking office. For decades, stalled infrastructure projects have plagued Kenya as successive administrations routinely shelved or neglected their predecessors’ initiatives over political rivalries.
To break this cycle, the Presidential Working Party proposed strict measures to safeguard the country’s upcoming long-term blueprint, dubbed the “Singapore Dream,” and ensure future political transitions do not disrupt its execution. The recommendations, detailed in the Developing a New Vision for Kenya report presented to President Ruto at State House Tuesday, call for a binding national development law.
“The Act should also provide safeguards to ensure continuity of implementation beyond electoral cycles,” the report stated.
“It should require that all future Medium-Term Plans, national development plans, county integrated development plans, sector strategies, and annual budgets be aligned with the Vision.”
This legislation will formalize Kenya’s long-term goals, set up implementation bodies, and outline clear roles for both national and county governments. Beyond legally locking in development priorities across national and county budgets, the framework mandates routine reviews, independent evaluations, parliamentary oversight, and public progress reports.
At the core of this strategy sits a revitalized National Economic and Social Council, led by a presidential appointee. The council will bring together representatives from national and county governments, state corporations, the private sector, academia, and civil society to track progress, spot emerging bottlenecks, commission research, and steer policy adjustments.
A dedicated Vision Delivery Secretariat based within the Ministry of Planning will support the council, maintaining enough operational independence to coordinate initiatives across state agencies smoothly.
Once Parliament adopts the Vision, technical teams will draft sector-specific roadmaps for agriculture, infrastructure, governance, climate resilience, and financial development to drive the plan forward.
