Nairobi Planning Chief Patrick Analo, Architects, and Engineers to Answer Manzil Towers Collapse Charges in Court | BossNana International Radio

The Director of Public Prosecutions (DPP) has approved criminal charges against dozens of people, including senior public officials, developers, engineers, and architects, over the collapse of the Manzil Towers building in Nairobi’s South C area earlier this year.

In a statement released on Friday, the DPP’s office said it completed an independent review of a case file submitted by the Directorate of Criminal Investigations (DCI). The office said it found enough evidence to support charges relating to the January 2, 2026, tragedy.

The ODPP said it reached the decision after carefully reviewing the evidence and concluded that prosecutors have a realistic chance of securing convictions against the suspects implicated in the collapse.

The charges relate to how authorities handled the project before the building fell, including approvals, oversight, and regulatory processes.

One of the people cleared for prosecution is Nairobi County Chief Officer for Urban Planning Patrick Analo Akivaga. He will face charges of abuse of office and neglect of official duty.

The charges come just days after EACC arrested him in a separate corruption investigation.

In the ODPP charge sheet, four individuals, Daniel Alphonse Odhiambo, Gideon Chege Mwangi, Abdishakur Muse Mohamed, and Yussuf Mohamed Yussuf, will face manslaughter charges under Sections 202 and 205 of the Penal Code.

The ODPP also listed the same four for allegedly starting the construction project without an Environmental Impact Assessment (EIA) license, contrary to the Environmental Management and Co-ordination Act (EMCA).

The prosecution list includes 37 people charged with abuse of office, with a similar number facing charges of neglect of official duty.

The ODPP named county officials, regulatory officers, and professionals linked to the project’s planning, approvals, and implementation.

Several suspects will also face document-related offenses. Architect Gideon Chege Mwangi, along with Abdishakur Muse Mohamed and Yussuf Mohamed Yussuf, will face charges of making false documents. The ODPP says Mohamed and Yussuf will also face additional charges of uttering false documents.

The ODPP said the charges cover multiple offenses, including manslaughter, abuse of office, neglect of official duty, making and uttering false documents, and undertaking the project without the required environmental approvals.

The ODPP added that it made the decision to charge in strict compliance with Article 157 of the Constitution, the Office of the Director of Public Prosecutions Act, and the Decision to Charge Guidelines. Prosecutors said they based the decision only on the evidence investigators gathered.

The accused are expected to appear in court to answer to the charges.
