CS Duale Announces Dramatic Drop in Health Fraud Since Taking Office | BossNana International Radio

Health Cabinet Secretary Aden Duale has announced a significant breakthrough in the fight against corruption within the Ministry of Health, claiming that fraud rates have plummeted from 26% to under 6% since his appointment in 2025.

During an appearance before the Senate on April 22, 2026, Duale credited this sharp decline to a rigorous overhaul of the ministry’s internal systems, designed to bridge long-standing gaps in accountability. These reforms prioritize the restoration of institutional integrity and the improvement of healthcare delivery across the country.

“Since April last year, when I went to that ministry, it was at 26 percent. Now I want to confirm to the country because of the actions we have taken, we are now below 6 percent,” Duale said.

The Cabinet Secretary noted that the crackdown has resulted in the closure of more than 1,200 healthcare facilities implicated in fraudulent schemes. He further highlighted that the ministry’s aggressive stance on malpractice has reached the highest levels of administration, leading to the removal of high-ranking officials and the initiation of multiple criminal proceedings.

“We have closed over 1,200 facilities. The DPP has received over 24 files, of which I think 18 of them, including two former CEOs of SHA and NHIF have been removed, and many staff of NHIF, SHA, and even the regulatory bodies like KMPDC who registers,” Duale said.

The Health Cabinet Secretary has identified Mandera, Kisii, Migori, Homa Bay, and Wajir as the five counties serving as the primary epicenters for healthcare fraud. He noted that the bulk of these illegal activities occur within private health facilities, which frequently target specialized insurance pools, including funds dedicated to the nation’s teachers.

Duale vowed to maintain an aggressive stance against these syndicates, signaling that the ministry will continue to track and dismantle the networks siphoning public resources.

“We will not relent on fraud. We have flagged out five counties as the epicenter of the fraud, and those counties are Mandera, Kisii, Migori, Home Bay, and Wajir, and we will not relent on it. I’m talking of not the county alone. I’m talking of all the facilities. The majority of the fraud is taking place in the private health facilities,” Duale said.
