Opiyo Wandayi: Government Has Already Implemented Key NADCO Reforms | BossNana International Radio

Energy Cabinet Secretary Opiyo Wandayi has dismissed claims by Opposition leaders regarding the implementation of the National Dialogue Committee (NADCO) report, insisting the government has already acted on key recommendations.

Speaking on Sunday, Wandayi pushed back against remarks made at the burial of Beryl Odinga, where several political figures alleged that the government had ignored the NADCO proposals. He argued that the statements were not only inaccurate but also risked misleading Kenyans.

“A number of our political friends who have walked with us in the past came to condole with us, notably Wiper Leader Kalonzo Musyoka and former CS Eugene Wamalwa, and they made a number of claims that are factually incorrect,” he said.

Wandayi: IEBC Reconstitution Shows NADCO Implementation Is Ongoing

The CS cited the reconstitution of the Independent Electoral and Boundaries Commission (IEBC) as a major example of progress.

“The claims that nothing has been implemented from the NADCO report are false. We know from the NADCO recommendations that we currently have an Independent Electoral and Boundaries Commission in place. That IEBC that we have currently was put in place through a selection panel in which sat a nominee from the opposition,” Wandayi noted.

He urged leaders to embrace honest political engagement, emphasizing that meaningful dialogue must be based on facts rather than convenience.

“As leaders, let us be honest and truthful. Don’t come with lies – come slowly and be truthful,” he added.

NADCO Report Remains a Political Flashpoint

The NADCO report emerged from bipartisan talks aimed at addressing electoral reforms, governance gaps, and economic concerns after months of national tension. However, implementation of the recommendations remains a sticking point between the government and the Opposition.

During the burial ceremony, Opposition leaders renewed their calls for the government to fast-track the process, including compensation for victims of past protests.

COIN-10 Reviews Progress on Ruto–Raila Accord

Meanwhile, the Committee on Implementation of the 10-point agenda and NADCO report (COIN-10) concluded a three-day workshop assessing progress on the Ruto–Raila political accord. ODM and UDA sent their executive directors, Oduor Ongwen and Nicodemus Bore, to represent their parties.

The team has been tasked with responding to public concerns on governance, electoral integrity, rule of law, devolution, and national cohesion. It is also exploring the establishment and entrenchment of key state offices, including the Office of the Leader of the Official Opposition and the Office of the Prime Minister.

The Committee pledged to collaborate closely with Dr. Oburu Oginga, who has taken over as ODM leader and co-principal, to ensure full implementation of the agreement.

In a communique issued by chairperson Dr. Agnes Zani after their meeting at Maanzoni Resort in Machakos County, COIN-10 assured Kenyans that it will finalize public consultations within the agreed timelines while continuing to gather views on how best to implement the NADCO recommendations.
